He was not a Hooded Merganser but a Common Goldeneye.

He is appearently a rare bird. He's not even supposed to be in this area.

He lived through the night and once John put him in the car he started quacking. I guess a warm nights sleep will do wonders for you. The wildlife people said he'd probably be fine and he's not injured. We will call back in a week to see how he did.

I emailed the people with ADCD earlier this week, but still haven't heard back. They're supposed to decide on teams by Jan 31, so I'm wondering if it'll take that long to get back to me. On the other hand, the email was kind of a "touching base, don't know where to go from here, contact me if you want more info" so I'm not sure what the astounding lack of communication indicates.
