Thank you for your inquiry. We understand your frustration,
particularly when you have been using this image as your default userpic for some
time. The Abuse Prevention Team does not, however, take action unless
we receive a report from another individual. In this situation, we have
never before received a report about this particular userpic, and thus
have never contacted you before.
The term "nudity", as applied to default userpic images, includes
exposed genitalia or exposed female nipples: in other words, those portions
of the body that must generally be covered when in public. While we do
understand that acceptable levels of nudity vary depending on where our
users reside, in order to be as consistent as possible we have chosen
to apply this particular standard across the site. In the case of this
particular image, it is not the label itself that is of concern, but
rather the fact that the nipple is clearly visible.
You are still free to use this userpic as often as you wish as a
non-default selection. LiveJournal only enforces a stricter standard for
default userpics because they are more easily accessed by casual users
(those browsing a user's profile, the membership list of a community, etc).
